A:  In a climate that is friendly to business.

Q:  Where does the populace thrive?
A:  In a climate that is friendly to business that provides employment that pays a living wage and decent benefits.

Q:  What happens when there is a climate change from business friendly environment to business anti-friendly environment?
A:  Business packs up and moves to a climate friendly environment.

Q:  What happens to the populace after business moves elsewhere to a friendly climate?
A:  Detroit.
